To access an uploaded SDS file in the Authoring tool, you first have to upload the SDS file using SDS Inventory manager (Require login)-

Next open the SDS Detail page and you will find the SDS_ID at the bottom of the window.

Use the SDS_ID when searching for the SDS in SDS Manager Authoring tool.
